Summary:
The Juvenile Welfare Board (JWB),
in alignment with its Strategic Plan developed a standards-based
comprehensive review process for funded agencies to assist them in
facilitating strong services for the children, families, and
communities of Pinellas County (1998). The review process, A.S.S.E.T.
(Agency Self-Study Efficacy Tool), integrates and encourages quality
improvement and public accountability practices in the delivery of
results-based outcomes. The standards established within the
A.S.S.E.T. tool are a blend of “Best practices” in the administrative
and services fields with key elements of the JWB Strategic Plan.
A.S.S.E.T. On-Line
is a web-based
e-publishing tool used to facilitate the production and submission of
the A.S.S.E.T. Comprehensive Program Review.

Training opportunities will be offered on a regular basis for those
agencies interested in learning about and participating in A.S.S.E.T.

Procedures:
These procedures are
designed to provide guidance to funded agencies, JWB staff, peer
reviewers, and review panel members regarding all aspects of the
A.S.S.E.T. process. JWB will operate within these established
procedures as it conducts each A.S.S.E.T. Comprehensive Review,
selects, trains, and monitors peer reviewers, and renders
certification decisions.
Standards:
There are nine (9)
Administrative Standards, three (3)
Compliance Standards, and seven
(7) Service Standards. Each Administrative Standard must be
addressed, with attached evidences supporting each aspect of service
or written instruction where the evidence can be found on-site.

Training:
The Juvenile Welfare Board
Training Center offers a variety of workshops and conferences aimed at
best practice standards. Many of the organizational development
workshops address A.S.S.E.T. standards and can be identified by the
accompanying A.S.S.E.T. logo.
