Browning Spence, Ph.D., Deputy Executive Director
Dr. Browning Spence was appointed in 1986 as Director of Community Planning & Development for the Juvenile Welfare Board. Since then, Dr. Spence has been selected as a senior manager and Director of Community Planning and Research and, in early 2007, appointed Deputy Executive Director of the agency. During his more than 21 years at JWB, he has been responsible for coordinating agency strategic planning and community initiatives, community needs assessments, establishing the research department, expanding the community advisory function and submitting successful state, federal and foundation grants—all of which have been picked up and expanded by the agency upon expiration of the outside funds.
Dr. Spence has been responsible for coordinating and implementing county plans for child welfare and mental health services in Pennsylvania and for initiating prevention and early intervention child welfare programming in Pinellas County. He has implemented university/JWB collaborative partnerships in research, evaluation and new community initiatives.
