Starr Silver, Ph.D., Director - Office of Resource Development

/system/medias/65/post/Silver.JPGStarr Silver, Ph.D. is the Director of the Office of Resource Development and participates as a team member to develop, write and submit grant applications on behalf of JWB to increase grant-funded revenue in Pinellas County. She meets with JWB colleagues and community partners to develop projects based on community needs and existing funding opportunities. Starr provides technical assistance to funded agencies in their application for external funds. This includes providing guidance on incorporating self-evaluation methods into the program design, and providing written information related to evaluation for inclusion in grant proposals as appropriate. 

Starr has conducted independent evaluations of local, state, and federally funded human service programs over the past 25 years. These include evaluating the efficacy of after-school academic enrichment, child welfare, case management, mental health, and home visitation services. She has conducted both process and outcome evaluations and often uses both quantitative and qualitative methods in evaluating programs, with the latter including case studies, focus group-interviews, and document review. She is a member of the American Evaluation Association and the American Psychological Association (Division of Community Psychology). Starr has served as a federal grant reviewer for numerous health and human service agencies; is a reviewer for the Journal of Behavioral Health Services and Research; and has taught courses in public health, research methodology and design, and psychology. In addition to spending time with her family, Starr enjoys art, music, and participating in volunteer activities in the community.
