The mission of the Behavioral Evaluation Program is to support the Unified Family Court in its decisionmaking process by providing the Court with information regarding the social, emotional, behavioral,intellectual, and academic abilities of youth; the overall functioning of the family; information regarding theyouth’s competency to understand court proceedings; and recommended sanctions based on treatmentneeds. All youth are referred to the program by court order, after appearing in Unified Family Court. Theprogram's goals are to have Behavioral Evaluation treatment and restrictiveness level recommendationsfollowed by the court at the time of adjudication for the presenting offense, and to have the "Competency to Proceed" recommendation followed by the court at the time of the competency hearing for the presentingoffense. Services are provided at the Criminal Justice Center in Clearwater, with some youth being seen inthe Juvenile Detention Center in Clearwater. The annual capacity is 650 youth and 415 adults. The lengthof stay averages 1 month. The program addresses the Strategic Plan’s emphasis on community impactsand measurable outcomes in the areas of sexuality, violence, and substance abuse; on understanding thechild’s behavior in the family context; and on reducing early risk behaviors of middle school youth.
